Réforme de la fonction publique au Nigeria
Le Nigeria et l’UE ont signé un protocole d’accord pour la réforme de la fonction publique au Nigeria – Le Nigeria et l’Union européenne (UE) ont procédé, mercredi, à la signature d’un protocole d’accord pour impulser le processus de réforme de la fonction publique nigériane.
Le protocole d’accord qui sera exécuté grâce à un fonds d’engagement de 20 millions d’euros de l’UE, va essentiellement se consacrer à ??la coordination du processus de programme de réforme de la fonction publique, l’élaboration de politiques et la fonction publique nigériane.
Le ministre nigérian de la Planification nationale, l’ambassadeur Bashir Yuguda a déclaré lors de la cérémonie de signature du protocole d’accord, intitulé soutien de l’UE au programme fédéral de réforme de la gouvernance (Support to Federal Governance Reform Programme, SUFEGOR) et l’inauguration du comité de pilotage du projet que les bénéficiaires sont le Bureau du chef service de la Fédération, le Bureau de la réforme de la fonction publique, la Commission nationale de planification, le Bureau national de la statistique et le service fédéral du fisc.
L’ambassadeur Yuguda a souligné que des efforts seront déployés pour assurer la mise en œuvre du projet comme prévu pour qu’il ‘réalise les objectifs et les résultats escomptés qui vont beaucoup contribuer à aider le Nigeria à atteindre ses objectifs de développement énoncés dans la Vision du Nigeria 20 : 2020 et le programme de transformation’.
Le Nigeria a commencé la mise en œuvre de la Stratégie nationale pour la réforme de la fonction publique (National Strategy for Public Service Reform NSPSR) en 2008 après avoir reconnu que la faiblesse de la fonction publique a un impact négatif sur sa capacité à fournir des services sociaux et d’atteindre les objectifs du cadre stratégique à long terme.
M. Yuguda a expliqué que le rapport d’évaluation 2010 du suivi de la performance du gouvernement montre que les gains marginaux enregistrés par les réformes de la fonction publique ne sont pas suffisants pour permettre la transformation du Nigeria.
Il a ajouté les difficultés de la fonction publique à contribuer à la transformation du Nigeria qui a nécessité l’intervention de l’UE dans le cadre du 10ème Document de stratégie pays et Programme indicatif national d’EDF Nigeria-UE (Country Strategy Paper and National Indicative Programme, DSP / PIN) à fournir un appui au Programme de réforme de la gouvernance fédérale (Support to Federal Governance Reform Programme, SUFEGOR).
Le SUFEGOR va plus précisément soutenir les aspects des principaux problèmes qui concernent la coordination du processus de réforme, le développement de la politique et de la réforme de l’administration de la fonction publique, en particulier la promotion de l’efficacité du gouvernement, la lutte contre la corruption et la prestation de services.
M. Yuguda a déclaré que ‘le projet de SUFEGOR sera mis en œuvre par le biais d’un contrat d’assistant technique et l’entrepreneur fournira une assistance technique aux cinq agences bénéficiaires pour la gestion et la mise en œuvre du projet, y compris des services de conseil sur les politiques, le transfert de connaissances et de compétences, le renforcement des capacités techniques des personnels dans les agences bénéficiaires grâce à un encadrement, un compagnonnage et à la formation’.
